Hmm prime versions of the people on team 2 are kind of hard to quantify.
Malgus: Supposedly it's Jedi Under Siege but all that we know is that he can beat Gnost-Dural...who is a librarian. We know that FE Malgus is sub Act III protags.
Satele: Before SWTOR and somewhere between Hope and Deceived? Or KOTFE Chapter 12? Can't really say. We know in KOTFE Chapter 12 she is capable of escaping the Outlander if they elect to try and kill her but that whole process isn't really clear. She also says that the Outlander is "greatest of us all" before his training in KOTFE Chapter 12 so she is below pre-training Outlander. Her SWTOR self is sub Act II HoT. It should also be mentioned that she hasn't defeated a single named Sith except for maybe Darth Mekhis but even then its said that they were evenly matched.
Marr: Above or at least equal to ROTHC Imperial protags and supposed equal of Satele as of his death in KOTFE Chapter 1 (still not sure how to interpret the quote of Marr calling Satele his equal...could be referring to a lot of different things). Valk kills him with a flick of his wrist.
Baras: Totally unquantifiable at this peak...we only get to witness him after his amp is taken away. We know he is sub Act III Wrath and was giving him a good fight without his amp.
Jadus: Only time we see him fight is Act I of the Imperial Agent story so that's our only reference of his fighting capabilities. Imperial Intelligence claims his power is second to the Emperor's but at the same time Jadus was the Head of Imperial Intelligence so I'm not sure how valid that opinion is. Valkorion also claims that he was the best Sith his empire ever produced but I don't think that's a solid indication of combat ability. We know he can teleport (not really sure how effective this is since it didn't seem to help him during the fight) and that he also held together the remains of the Dreadnought after it was destroyed. Also, Cipher 9 is capable of dodging his lightning and imprisons him mid fight...so there's that.
Siblings most likely win although I'm not really sure what to make of Thexan.

@Praxis
Minor correction: she actually has he has the potential to be "the greatest of us all", but only if he goes through the training.She also says that the Outlander is "greatest of us all" before his training in KOTFE Chapter 12 so she is below pre-training Outlander.

I don't think her use of "may" was referring to potential, but rather she meant that even though you are the greatest of us all it wont matter anyways since you don't have the proper training to fight this certain type of opponent. Unless you are referring to something else.

It's more her saying "your old training couldn't have prepared you for what's to come" that makes me think it.

Isn't she just referring to the enemy fighting in a different way than anything they have experienced? I'm not sure how that sentence implies anything other than that.
