Potential candidates. In no order.

Emperor Palpatine

The Emperor's influence over the Galactic Empire is the best telepathic feat in the mythos in terms of sheer numbers as well as scale and distance. He also has other stuff like mindwiping Coruscant (billions of people) in a short amount of time and keeping the populace of Byss under his thrall seemingly indefinitely. Against Force users, he used a confusion haze against the B-team which allowed for the blitz, and has influenced Galen Marek and completely dominated DE Luke Skywalker, albeit only by exploiting his fragile emotional state while he himself was amplified by a dark side nexus.

Luke Skywalker

Luke has won a telepathic battle against UnuThul, a being who could draw on the combined Force potential of trillions of Killiks. Only a year after RotJ he has also destroyed the mind of Cronal who could, IIRC, drive thousands of stormtroopers insane.

Darth Krayt

If one of the Sith troopers is to be believed, Krayt was keeping millions of Sith troopers under his telepathic control, their will being equivalent to his. Sith troopers are far above the average Force user of the era. Other characters of the era like Cade Skywalker and Darth Stryfe have also commented Krayt was perpetually residing in their head even before his rebirth. He also endured Darth Wyyrlok's memory walk, Wyyrlok being a guy who could destroy Andeddu psychically instantly, and Andeddu being someone who could pressure Darth Bane in a battle of wills.

Emperor Valkorion

Valkorion has used telepathy in combat against numerous adversaries like Revan, Malak, Lord Scourge, the Hero of Tython, Vaylin, Arcann, etc. While some of them could be argued to have been done with prep, his domination of Scourge, Vaylin and Arcann appears entirely legitimate. On top of that, he has dominated an unknown quantity of Jedi, Sith, and soldiers on Ziost. His powers were also said to be far beyond those of the Dread Masters, whose speciality is telepathy.

Lord Dramath

A controversial pick, I'm sure, but I've not heard a compelling reason to disregard what Dramath did in the final battle: https://www.youtube.com/watch?v=mWye66F2iFM&t=18m47s He defeats Arcann and Vaylin alongside the Outlander, and then puts Valkorion on his back foot, and even permanently damages his essence, albeit at the cost of his own life. No, he's obviously not more powerful than Valkorion, but to get the upper hand on him like that is something only beings in the highest echelons of power could do. And since the entire fight happened in the Outlander's head, the all the feats are really telepathic in nature; it's just depicted as a physical battle so the audience could follow along.

Darth Plagueis

I haven't looked at the feat in a while but to my memory Plagueis attempted to infiltrate the minds of every living organism in the galaxy, although he failed due to the Force's intervention. And in a certain way, his unbalancing and midi-chlorian manipulation feats are telepathic feats considering he has to exert his will over the Force itself. And his midi-chlorian manipulation allows him to bypass the telepathic barriers of other beings, even if they're conventionally beyond his capability to influence. A good example would be the Yinchorri, who are inherently resistant to Force suggestion, and Plagueis was no exception. However, he managed to compel the Yinchorri's midi-chlorians to lower their defenses so he could influence him conventionally. In theory, he could do so to other Force users as well.

Lord Kaan

Kaan has repeatedly influenced the members of the Brotherhood of Darkness, from singular powerful individuals like Kas'im, to vast numbers of fodder, ranging from dozens to even thousands. A good portion of them, however, were fully trained Sith who were "highly mentally trained" and "so skilled in mental-physical combat" so he's essentially dominating thousands of other telepaths.

Darth Zannah

Darth Bane resisted Kaan's telepathy effortlessly, and yet a much more powerful and willful Bane almost succumbed to Zannah's spells of madness, so she gets direct scaling above Kaan as a telepath. On top of just sheer magnitude, her sorcery also evokes the target's worst fears and forces them to relive their past traumas. Even Bane regarded her sorcery as infinitely complex and he had trouble fathoming its intricacies.

Good list. However the most impressive part of Vol’s feat against Abeloth ( which as you can see I know very well) is resisting Abeloth’s attacks, because devastating her has much more to do with the fact he used an ability she couldn’t counter:

Luke, Sidious, Valk are the obvious ones, I'd argue that possibly Revan or Kun given their Rakata and Senate TP feats respectively.
